BBC News - Lampeter builder Peter Gilmore jailed at Swansea Crown Court A "wholly incompetent" builder who targeted elderly and vulnerable people in mid and west Wales has been jailed. Peter Gilmore, 38, of Cribyn, near Lampeter, carried out work that was not worth paying for and charged for repairs he had not done. He admitted charges including engaging in aggressive commercial practice, fraud, benefits fraud and breaching copyright at Swansea Crown Court. Judge Keith Thomas sentenced him to 22 months in jail.

The story mentions: *Concerns were not taken seriously for over a year despite an administrative worker raising the alarm. *A culture of intimidation in the centre led to a fear of repercussions if staff "made a fuss". *Of the 14 staff and managers found to be at fault, only one is known to have faced any disciplinary action. *One other member of staff resigned after admitting striking a service user. *Some of those who failed to follow basic procedures, to protect service users from abuse, or to investigate allegations of abuse remain in their posts or have been promoted.

Dyfed Powys Police Authority approves 5% rise in the precept: | Dyfed Powys Police | Heddlu Dyfed Powys Dyfed Powys Police Authority has today approved a 5% rise in the precept it demands through the council tax. The Chief Constable of Dyfed Powys Police, Ian Arundale, said: “I’m pleased the Police Authority has decided to increase the precept by 5%. However, the Force still has to make significant cost reductions and while today’s news is welcome it will not necessarily improve our situation it will just stop things from getting any worse. “The 5% precept rise will not help the Force to grow but what it will do is help to stabilise our cost reductions at 20%."

South Wales architects the Lewis Partnership are helping to bring one of the most historic university sites in Wales bang up-to-date with a major makeover. The Lampeter campus of the University of Wales Trinity St David contains a mixture of historic buildings and more contemporary structures which need renovation. “Even the biggest fan of the Lampeter university campus would have to admit that some of the more modern buildings on site have been in need of a makeover, “said Philip Lewis, managing director of the Lewis Partnership Ltd, of Llanelli. “There has been an university on the Lampeter site since the early part of the 19th century, so we considered ourselves very privileged to help bring a new, modern and vibrant look to buildings which were looking a little sad.” The £800,000 project is in the hands of WRW Construction, with all the design work carried out by the Llanelli-based Lewis Partnership. “It’s been challenging and interesting project for us as architects and

The celebrated author, who has published almost 40 novels along with numerous articles and short stories, will be talking about her books and answering any questions at the event. Three of Catrin’s stage plays have been performed professionally, and her first novel, Hearts of Gold, was filmed as a mini-series by BBC Worldwide. She was a writer in residence at Killay playgroup for children with special needs, has taught creative writing at prisons, arts clubs and Swansea University, participated in radio and TV arts programmes, and worked as a radio presenter, researcher and broadcaster. Young eco-warriors from Blaenau Primary School collected 12 bags of rubbish in a litter-pick at the local park. The clean-up was carried out as part of an eco-day at the school and all of the litter will be recycled. The day began with a walk to school with the council’s road safety mascot Gary Gosafe to promote healthy living and a special assembly all about caring for the environment. During the day, the pupils made mini-gardens, football pitches and musical instruments out of shoeboxes and other unwanted household waste. They also had a visit from the council’s eco-friendly elephant Eco Eli and officers talked to the children about litter prevention before carrying out the litter-pick, joined by local MP Jonathan Edwards. In the afternoon, the youngsters, who had all dressed in green for the day, heard about the importance of Fairtrade and learnt about the work of the National Trust. It was organised by Tidy Towns to encourage people to dispose of their waste responsibly and help combat fly-tipping. Tyre companies attach a charge to any tyres that are disposed of at their business so illegally dumped tyres is a big problem not just in Carmarthenshire but across the UK. Fly-tipping is not only a blight on the landscape, but costs local authorities millions of pounds a year to clean up and causes harm to wildlife and the environment. The council’s waste awareness team were at the St Ellli Shopping Centre to promote the new website  www.carmarthenshire.gov.uk/recycling People could even send their loved one a fun ‘Greenie’ Valentine’s ecard – a more eco-friendly alternative to a shop-bought card! There was also some half-term fun in Llanelli Market with Carmarthen-based scrap store Trysordy making baskets, badges and crowns from recycled materials. The new recycling website is packed full of information, news and advice on what householders can do to reduce their waste, reuse and recycle. Residents can also order more blue bags or find their nearest recycling centre - all at the touch of a button. Carmarthenshire's executive board is expected to show its support for the farming industry by offering a farm to a new tenant. Hendy Farm in Capel Iwan is due to become vacant soon when the current tenant retires, and the future of the 103-acre holding is to be discussed by the county council’s executive board. The council’s policy is to consider all options, including sale of the land, when a farm becomes vacant. However, executive board members have already indicated they wish to support the local farming industry and retain ownership of the property. It would then be offered as an opportunity for an existing tenant to progress or as a starter unit for a new entrant to the farming industry. It follows a "stop the closure" march by campaigners in the town last Saturday. There are fears that the hospital might not survive if services are downgraded or relocated. Hywel Dda Health Board said the future of the hospital as a major health care provider was secure. Detectives return to Thailand | Dyfed Powys Police | Heddlu Dyfed Powys Senior Detectives from Dyfed Powys Police are meeting with officials from the Thai Authorities in Chiang Mai next week to discuss the progress being made in the investigation into the murder of Kirsty Jones, a student from Brecon that took place in August 2000. With the support of the Foreign and Commonwealth Office and Interpol, Dyfed Powys Police have continued to support the investigation in an effort to bring it to a successful conclusion.

A new report which shows that cockles in the Burry Inlet were not killed by pollution has been welcomed. The report published by the Environment Agency shows that the estuary is cleaner than it has ever been. The investigation, which has been ongoing for many years, has halted development and regeneration along the Llanelli coastline. It has directly led to the loss of much needed jobs and investment in the town and surrounding area. Carmarthenshire’s regeneration executive board member Cllr Clive Scourfield said it was now time that opponents to the developments accepted the findings once and for all. “We hope now that this report will finally stop the scaremongering about water quality,” Cllr Scourfield said, “and that those who have been using this issue to halt every single development in the Llanelli area and beyond will accept the reality – something we have been stressing for many years - which is that the estuary is cleaner than it has ever been. “This report clearly show

BBC News - Unemployment figures down for second month in a row Unemployment in Wales has fallen for the second consecutive month. The number of people out of work between October and December last year fell by 3,000 to 134,000. The previous three-month figure from the Office for National Statistics showed a slight drop of 1,000.

The platforms of a former railway station in north Carmarthenshire have been uncovered after years of being hidden from view by a dense blanket of brambles and weeds. Clearing and renovation work has been ongoing at Bro’r Orsaf, Llanfihangel ar Arth, over the last few months as part of a community effort to celebrate the history of the area. The local history club was successful in applying for two grants to help with the scheme – a Tidy Towns grant provided by the Welsh Government, and an Environmental Works Project grant provided by Carmarthenshire County Council as part of its £203million Carmarthenshire Homes Standard project. Before work began, the area was overgrown and strewn with hundreds of bags of litter. A local contractor was brought on board to clear the area, peeling back the overgrowth and exposing historic features that tell the story of times gone by. BBC News - Report says Welsh language 'losing 3,000 people a year' The number of fluent Welsh speakers is falling by around 3,000 people a year, a new report suggests. The Welsh Language Board (WLB) said deaths and people moving from Wales are having the biggest impact. The report says that around 6,500 Welsh speakers die annually and 5,200 move away, out-pacing adult learners and children learning or raised in Welsh. It found the number of people who say they speak Welsh fluently is approximately 300,000.

Carmarthenshire councillors say they are confident of reaching next year’s 52% recycling target. It follows a report from the Environment Scrutiny Committee which set up a Task and Finish group to review the county’s Household Waste Recycling Centres (formerly known as civic amenity sites). The Executive Board have welcomed the report which shows a 7% increase in the recycling rate at the sites since the group was set up. Members say if all the recommendations put forward are implemented it will have a positive effect on the county’s overall recycling rate and help to achieve the 52% recycling/composting target set by the Welsh Government for 2012/13. The county is currently recycling around 50% of its waste. Council leader Meryl Gravell said: “The Task and Finish Group have done an excellent job on their review of the recycling centres. One of the maim aims was to look at the recycling rates being achieved at the sites and how they could be improved and I am delighted that already we

Schoolchildren across Carmarthenshire have competed in this year’s Disability Sport Wales gala. Some 77 swimmers from the county took part at the event held in Llanelli Leisure Centre. This year’s gala saw entries form Ysgol Bro Banw, Ysgol Dewi Sant, Ysgol Gymraeg Ffwrnes, Ysgol Gyfun Gwendraeth, , Ysgol Nantgaredig, Ysgol Pantycelyn, Parcyrhun Primary School, Queen Elizabeth High and Ysgol Y Strade. Huw Griffiths, Swim Wales Disability Manager, was there to identify swimmers to go on to Learn to Swim Lessons, local clubs and galas.
